10U Special Rules
10U – Pitching -- Balk rule is NOT in effect in all but Super NIT or World Series Tournaments. 10U is considered instructional. The Umpire should call a BALK If a pitcher balks and a runner is called out on a steal, he will be safe at the base stealing to, if he is safe the balk will be ignored. If a runner is picked off while leading off base and the pitcher commits a balk the runner will be safe at the base occupied
